Re: WisDOT ban on Ex-Mil Veh. (AB-592) (TRANS-123)

Discussion of Local, State, and Federal issues regarding MV Legislation, MV use restrictions, MV registration refusals, etc. As these issues may ultimately affect other jurisdictions, information and education of all MV owners is crucial for the future ownership and use of our MVs.
This is not a board for Political discussion.
This is not a Q&A Forum on how to title or register a MV.

Hello Group,

For those that only have time to type questions, I believe this is from the signed Bill :
SECTION 11.0Initial applicability.
(1) This act first applies to applications received by the department of
transportation on the effective date of this subsection.
SECTION 12.0Effective date.
(1) This act takes effect on the first day of the 7th month beginning after
publication.
It be interesting to hear from Jeff Rowsam how all the mays, musts, allows, and shalls playout in this Bill.

first day of the 7th month
1st Day of the 7th Month After Publication, so if it's published in March (this Month) then it 's effective on the 1st October

To answer questions about the new Wisconsin law, we are working on a complete article to be published in plane English in the next issues of the MVPA publication Supply Line and also in Military Vehicles Magazine.

I'll also put it on our Blog Site. Speaking of the issues and the blog site. Back in Nov 2009, we put together a Frequently Asked Questions (FAQ's) page that answers most of the questions that are kicked around on the internet boards, back porch shop seminars and local bars.

Check our MV Blog for the FAQ document at http://wihmvbill.blogspot.com/2009/11/o ... -faqs.html" onclick="window.open(this.href);return false;

We will update a few items as soon as I can get the articles done.

Regarding the effective date of the legislation, The Law becomes effective on September 1st, 2010. What can I say, the wheels of big government turn slowly!
Why the delay? Well, it takes that long for the DOT to get the plate design completed and approved, stamping dies manufactured and to get all the new computer code written, tested and loaded. Plus the new application forms must be created, written and made available.

We have already met with DOT managers since the bill was signed and are working with them to get the new plate and the forms right.

So if you are in Wisconsin and have Collector or Regular truck plates on your MV now, keep driving this summer and check the DMV site after Sept 1st. If you are waiting to apply for registration you will have to wait a few more months.

Remember, we have more to do and we intend to keep working on the issue. This is the next step toward establishing and EXPANDING how we can legaly use our our trucks and MV hobby for the future.

Read Sb-404 Page 3 Line thru Page 4 Line 3.

You were unrestricted prior to SB-404, but not afterwards.

The only grounds WisDOT had to refuse registration before SB-404 was a clear misinterpretation of 341.10(6), which could have been challenged in court.

After SB-404, the courts will find that they may restrict registrations as the new law provides for.

Yep,
404 handed all pre-68 MVs to the DOT on a silver platter. They were just another tagged vehicle until 404 was created.

 These truck's are all over farm's in WI preforming job making money and living a decent life

 I but many of those may end up getting hacked up chopped up crated up and recycled

hope your happy the vehicle you fought to save you ended up killing off at a much faster rate enjoy

That would be like "JEWS" saying well if we are getting killed say what about so and so kill them too ? they took there fate  they could have left germany same as the pinz could have left WI

You bought the truck they didn't not want to plate so i would have to say so, could have simply chosen another vehicle  by why not take the rest of the MV's down with a cause YOU couldn't have your way ? ?

At least this is how it seem's or feels to me nothing against any body personally 8) but looks as tho "we cant have ours so you can have yours" type of situation happen maybe not but that's how it feel's . . .

Now instead of having a $4,500 tow rig i now have to buy a $30,000 civilian rig to replace it  now my "Tow Rig" is now just a life sized diecast model to put in a display case on a shelf and stared at so to speak . . .

Like i said nothing personal but this what i feel happened to ME and i'm sure many OTHERS
