Every state is different. Usually, if the number on the title matches the number stamped on the frame, you’re good to go. All the other numbers (engine, data plate, registration) are just for decoration, for purposes of title transfer.

Yves, the number on the data plate is 15909. the frame number is 113329. the data plate has the 1942 overstamped 1943. 4-10-43. the 42 was rubbed smooth and the 43 added. somewhat crudly. you can still see the 42 though.
