To offer some clarity, Arsenals and Ordnance Plants produced ammunition. Each cartridge was then placed in a cardboard carton as a deliverable for a government contract during WWII with a specific Lot Number. The term repackaging means removing the cartridge from the original produced cardboard carton and then integrating it into a cloth belt or metallic link. The repackaging was done at the Arsenal, Ordnance Plant, or Ordnance Depot. The original cartridge was NEVER integrated directly from the arsenal into a belt or metallic link, this was always done as a repackaging. The reason for this is ammunition is tracked by Lot Number for safety purposes. If there is a flaw, or the cartridge deemed obsolete, the Lot Number is stricken. When a cartridge is integrated into a belt or link, or perhaps with other cartridges, a new Lot Number is added for the repackaging. All of this is covered in the book "U.S. Military Small-Arms Ammunition Lot Numbers 1928 - 1945" by Christopher R. Van Valkenburgh (this btw, is me). The book is available on Amazon.
