If you have a vacuum pump handy (Mity Vac) you could disconnect at carb and pull vacuum at line to get the whole system up to carb. I have to do this on my Command Car if I let her sit for 6 months, (multiple issues, bleed down, ethanol residue in valves and such)
But pulling on the MUTT is just as effective, it's much easier than pulling the fuel bowl.
With a ketchup style bottle, you could squirt fuel into the inlet and possibly break free the needle valve (or a squirt of WD-40) this may also yield success.

Float valve is stuck. This could be as simple as tapping on the bowl with the handle of a screwdriver. Do NOT use a hammer of anything metal!
