Last night I weighed the Ford style filler I have here and it weighs 3lbs 3 1/2 oz.
It has some very small bits missing and a very small amount of friable wood on one edge where the dry rot has attacked it so it would probably be 3 lbs 4 1/2 oz intact.
I cannot believe that these pieces of filler were made from kiln dried wood, NOT when they were going on a vehicle to be used as the jeep was designed to be used, and knowing the amount of energy needed to kiln dry the wood.
Now if this piece had been made from air dried wood it is highly likely that the weight could have exceeded the 3lbs 14oz limit with that groove NOT machined out.

Glad you asked, I still think your Jeep may have been a retrofit
A lot of MB, M-38, M-38A1 and CJ 2A thru CJ-5 Jeeps have crossed my path since the 40's when I first sat in a new 45 CJ-2A and the first surplus WWII Jeeps and trucks we sold and serviced, They were an instant hit and launched the beginning of am longtime MV and Jeep hobby. next were years of servicing new and used Jeeps followed by Army training as a Wheeled Vehice Mechanic. Back then there were a lot of WWII/Korea civilian mechanics with their WII MV experience still fresh in their young minds, the Army instructors were WWII and Korean War types eager to share their WWII Jeep and MV experience.
The source for the Torque Reaction information? I can't actually pinpoint it as it may have come from dozens of sources such as young WWII mechanics with their experience fresh in their young memories, the"NABHOLTZ revised" book, articles from WWII Army Motors, or the Lloyd White massive 5 volume "the Evolution of the Willys Overland MB Jeep" sitting on my coffee table. That set may be expensive, but it is worth every nickel.
This is an exciting hobby, if you are a serious student of the WWII Jeep, Lloyd's books are a must.
Volume 2,Page 45 of LLoyds set explains the A-6157 TORQUE REACTION SPRING KIT from a Service Bulletin dated 1 September, 1942.

Depends on the wood species; if made from oak or birch, as indicated above, then it would need the groove to make weight limit.
If made from Poplar, like Joel said his was, then it wouldn't.
Yellow Poplar (actually not a true poplar but that is not important here) weighs only 58 percent of white oak or yellow birch.

Two of my neighbors are Forestry Professors at U of Maine, will ask them to confirm my GI Issue filler is Poplar.

Let's stay focused guys, who cares about the Forestry Service anyway? Just use oak for your bumper filler and sleep soundly after you use the drawings provided here to make your own. Then, onto something else and enough of the side bars....

And "who cares about Forestry Service?" The Gov't did, who do you think cruised the woods of the US and Canada in search of suitable wood used in the manufacture of our fighting machines.
My good friend Maynard Page was employed by the Gov't during WWII to cruise the U.S. and Canadian woodlands in search of suitable timber for use in the manufacture of plywood used in the manufacture of the Mosquito aircraft.

I mentioned that I have two neighbors that are Forestry Professors and that I will have Dr. Fields confirm that my GI issue wood bumper filler is made of Poplar.
There are some who are still short on Jeep knowledge that don't know that they don''t know. A little extra Jeep knowlege during discussions is never wasted. Right?

If you have access to the Willys blue print, does it show the recess and if so, does it give the radius as in the Ford picture.
The Ford filler I have here is not made of oak, that much I do know. It actually has a small fleck in the grain that looks like the fleck in european beech, so I assume that it must be birch. The filler is missing a small piece off the end so I will see if I can take a picture of the wood grain and post it up here.
This filler is actually washed over in a grey paint on the inside and painted with what is left of layers of undercoat and then olive drab on the rearward face that is exposed.
