Where Are These Going?

I crossed a bridge today: 7-18-2019 in Altoona, PA. and saw approx. 200 of these on railcars. I took a closer look and they were all identical and looked brand new. I thought the military was replacing these with something else. Are they going to the scrap yard? I've attached a couple photos from the ones I took.

Those appear to be M1151’s. When did M1151’s only have 1 condenser under the rear fenders as they appear to have M1152 style block off plates on the left rear fender instead of the M1151/M1165 condenser grill?

will, these might be part of the 51 million dollar contract to recap hmmwvs red river army depot and am general. these will have front mount hvac and new rolling chasis.

Its an IR light probably from MSG

Knowing the way things work, these are likely headed from Point A to Point B and were routed somehow to Point D and then Point C, back to Point A then will finally end up at the destination Point B...meanwhile they are not counted against anyone's books and can escape rework until such time as they are scrapped VS being sold due to the armor.
It's just the way it's done in the Government.
