Did you install the steering wheel all the way down on the splines? If not that button may not depress enough to close the contact.
Remove the nut and horn button, depress the spring-loaded surface where the horn button would be and see if the horn works.

There is a decent topic here somewhere that works you through the troubleshooting process. I have a tough time with searching some of these needed topics

The schematic can help you.

If you don't touch the steering wheel horn button and you have + voltage on one post of the horn, check the voltage on the other post and follow the circuit up to the steering column contact.
You should find a positive voltage all along the wiring.
The steering column contact is only grounded when pushing on the horn button.

Good luck
Yves

Yves is right on the money.

Get out the multi-meter or test light.
Both wires @ the horn should exhibit vehicle voltage as should the wire @ the bottom & top of the steering column.
When the button is pressed this live @ the top of the steering column is grounded & the horn sounds.

Thanks for the feedback. The horn button switch is a little bit rustic :D !
