What is this modification?
I've had this photo for a while, never seen anything like it. I know its a M151 but thats about it

Well I can see less roll over issues with that usage.

It was a Hi-Rail conversion used for maintenance work on the railroads inside the bases. I don't think it was real popular since rail speeders were abundant and much better suited for use on the rails. You notice that the suspension has to be welded to prevent it from moving, if it did the wheels would come off the track.

I wonder why they took out all of the lights? You would think off hand that you would want something for safety?

It does not even have seats in it from the looks of it. I am guessing that considering the location this was a field expedient type of deal. They found this thing and it ran and it would fit the rails with minimum modifications. All of the externals had probably already been scavenged for other vehicles. Weld up some wheels from a rail cart and weld up the suspension where it needs to be and you are done. Probably for free overall cost. "Lights? We don't need no steenkin' lights".

Lights were probably removed when it was in the Cannibalization Point, and stripped form useful part by other mechanics. Then some guy suggested they build a runabout for rail use and just made use of old wheels and welded the turning points.
They would not be on an active railway, the posts are all controlled by the Transportaion Branch Rail Engineers. Likely never see commercial trains entering a post, the posts assets take over from a siding where the cars are dropped/exchanged.
