What is this modification?

I've had this photo for a while, never seen anything like it. I know its a M151 but thats about it

It was a Hi-Rail conversion used for maintenance work on the railroads inside the bases. I don't think it was real popular since rail speeders were abundant and much better suited for use on the rails. You notice that the suspension has to be welded to prevent it from moving, if it did the wheels would come off the track.
