Question about windshield brackets

Question about windshield brackets

OK. This may or may not have already been discussed but here goes. My windshield brackets for the VEP have holes that are spread farther apart than the ones on my 1945. The other thing is this, they appear to have never had a nut welded on the inside. Any ideas? P.S. the area that looks like weld residue is actually flaking paint.

tapping plates may have not been welded and fallen off or been separated when screws removed.
