MS35191-310, Phillips Flat Head-Self Locking Machine Screw - 82 Degree (item #2, below)
5/16"-24 x 1-1/2" long

Might try McMaster-Carr or Fastenal

Are the 4 retainer nuts still on your muffler? (item #1, below)

FYI, item #3 is an asbestos insulating strip.

These are socket head but they would do in a pinch. It seems to be a little bit of a rare bird.

Last time I replaced a muffler, I ordered some 5/16"'-18 clip on barrel nuts (#94850A160) and some 5/16"-18 x 1-1/2" Phillips flat head screws (#90273A587) from McMaster-Carr. The coarse thread worked just as well as the fine thread.

You won't find asbestos any more, but check McMaster-Carr under thermal insulation, possibly something like the Heat-Shielding Millboard Insulation.

You might also make something like this work: https://www.ebay.com/itm/1m-2-Exhaust-I ... m570.l1313

Check your local auto parts store for high temp gasket material, might work just as good as anything, although don't get the rubber or cork!

FYI - I just didn't replace it on mine!

You could also look for some fiberglass matting material for using as the spacer.
