Its been opened, has it been cleaned and lubed or just turned back to 000000 does it work? it looks good from the front.

Whoever worked on it could have done a better job on recrimping the edge of the bezel shut. A very nice slat speedo.

The bezel is even not crimped.

The speedometer has been opened and the crimping should be done. What would be the process in crimping this speedometer?
It does operate with a drill.

I would sell it like it is, new owner may want to clean and lube it, no sense in breaking the benzel by redoing it twice.

Absolutely, and if the buyer wants to reset the counter to the real mileage of his slat, it's gone be easier.

But to reply to the OP question.
When you don't have the crimping special tool, you need to press the speedometer housing on the bezel and crimp it by means of a wooden pole.
I have used bamboo.
You need to press the speedometer in order to be sure that the gasket are correctly sitting under the bezel and the glass.
You crimp it gradually all around like on the photo shown below.
