This U shaped tube is to bypass the winch and connect the hoses together in case of a problem or blow out of the winch so the truck can still be driven out. The Hmmwv hydraulic circuit for the winch is shared with the brakes, fan clutch, & Power Steering.

This is part of the BII issue kit for winch trucks.

Military NOS in sealed packages. Pictures are reference (not mine) of what they look like.
