I found a YouTube video put out by the army showing testing procedure for glow plug controller. It details testing for continuity between 2 leads and checking for a certain resistance between 3 others. Mine failed all the tests described so I purchased a new one. When I bench tested the new one it also failed! Makes me believe the there’s nothing wrong with my original.
Any insights?

GPC ir TSU ? Would those tests give different results for each sender?

As for testing the GPC: The test procedure for the GPC given in the "troubleshooting manual" is for older, relay-based GPC only. The manual states that newer solid state GPCs can´t be tested.
Even my early 1985 Humvee already had a solid state GPC when I received it, and I never stumbled upon an old variety, so I guess that the majority of GPCs out there are new solid state ones.
I´ve had a few buddies of mine also fall for this; they followed the test procedure in the manual, deemed their GPCs to be faulty, and bought new ones, sometimes even twice, before realizing that their GPCs were not faulty at all. That sentence about the test only being valid for non-solid-state GPCs is pretty well hidden below the test prcedure.
