voltage reading

After my engine is running for about 5 minutes the voltage meter goes into the red zone way to the right. When I put my multi meter on the batteries while it is running I read 28 volts, which suggests the alternate your is producing sufficient voltage to charge the batteries. I tried changing the voltage gauge but the same thing happens. I have a 200 amp dual voltage alternator/voltage regulator.
Should I think about swapping out the voltage regulator on top of the alternator? Or is there a test I can do to verify that the voltage regulator is working normally?

Characteristic sign of regulator failure. The voltage you see on the batteries is being stabilized by the batteries themselves. If you let this run long enough you'll fry both of them.
