voltage reading

After my engine is running for about 5 minutes the voltage meter goes into the red zone way to the right. When I put my multi meter on the batteries while it is running I read 28 volts, which suggests the alternate your is producing sufficient voltage to charge the batteries. I tried changing the voltage gauge but the same thing happens. I have a 200 amp dual voltage alternator/voltage regulator.
Should I think about swapping out the voltage regulator on top of the alternator? Or is there a test I can do to verify that the voltage regulator is working normally?
