ETW1 Carter Surge

ETW1 Carter Surge
What will make a Carter ETW1 Carb on a T223 engine surge and have no power? I just started the engine on my WC63 that I rebuilt; It started right up and slow idles perfectly; high oil pressure; however, raising the RRM a little produces surges every two seconds and it goes on like that forever. And if you step on the gas it just does the same thing and will not accelerate.
What should I check? TM calls for adjusting the Governor, which I will do mañana.
I have a video in case anyone wants to see it.
Carb was professionally rebuilt. Not by me!

Tom, my initial thoughts surround the accelerator pump. The original white leather ones are great unless they get dry for a moderate amount of time- the replacement pink ones (sometimes) have an issue with being a bit too wide in diameter. This causes them to 'stick' in the bore when accelerating. Some have taken the new ones and used sandpaper to remove enough material to ensure a solid fit into the bore.

Good thought; I will rip it apart and look. Vacuum operated carbs are sensitive to such a thing. I hate them, actually. I like to see something move when I step on the gas!

Ok, I just swapped the plunger that was in it with an old one I had that looked smooth. Made no difference. Starts immediately; and idles at 500 RPM and won't respond to throttle at all. Never had this happen before with anything.

Sounds like you're not getting vacuum to the piston. Check the gaskets under the carb to see if any ports are covered.

I agree, and I did check that; the ETW1 has one port on the bottom, and the gasket is cut for it in 4 places so you can't mess that up. It seemed clear.

Found the issue; my NOS PCV valve, has no spring in it. So, it created a massive vacuum leak. Engine now runs like a clock.
