it might be an officer's bed roll. they looked a lot like that when rolled up with extra clothing and blankets inside.

That would be my guess as well. I think it's the M-1937 Bedroll. Insert some blankets, or even a tick mattress into and it gets fat really fast. The straps for them are huge too. Can accommodate it being about 3ft in diameter.

Correction again, there is one posted on EBay and it is stamped with military nomenclature M1935, sorry about mistake!
