I would have to say a cardex for the motorpool maintenance office. you would lay cards at a flat angle for each unit and track maintenance data for each vehicle (oil change, parts requisitions, registration numbers, data.) with the drawers either labeled by unit or type vehicle, and liley extra drawers holding blank parts requisition, dispatch and 2404 maintenance forms.
That's a guess on my part only based on stopping by them, not having been a motor officer in charge of a motorpool.

It may not even be military. Olive green was a popular color in cabinets and toolboxes before WWII. Can you transcribe the data plate? Almost impossible to read. It's nifty, whatever it is.

Looks like chartex...chartex is still a medical supply type company
based on the drawer size and depth...it could have been used for medical charts or xray storage/...just a wag
