Over charging

I measured the voltage at the batteries with the engine running.
I got 38 Volts at idle and 52 Volts at normal road revs.
Seems a bit excessive to me!!

My jeep has the standard Hotchkiss alternator, but a FIAT voltage regulator, this was on the Jeep when I bought it, 5 years ago.
I'm guessing the voltage regulator, isn't regulating.
The AMP meter twitches when you blip the throttle, but never seems to move much.

Any ideas????
