I have a metal, water gerry can. It's rusty inside along the seams. I'd like to put it back to usable condition. I've searched the forum and it sounds like Camcote or O'Sullivan are good coating products that are safe for drinking water. There seems to be quite a few methods to remove or reduce the rust inside before coating. Water, vinegar, baking soda solution. Same solution using pebbles or bb's. Any other rust removal/reduction ideas or coatings? Does all the rust need to be removed before coating?

I would remove all of the rust before coating.

To remove rust from the outside of a 5 gallon water can, I used "Metal Rescue Rust Remover". I'm not 100% sure if it would be safe to use inside the water can even after sealing the can. There is a lot of knowledgeable people on this web site.

Electrolysis is an idea for rust removal. Plenty of DIYs on Utube.
Trick is to get the sacrificial anode suspended without touching the opening of the can.

I would just have the whole can connected. Not sure what the rust would do inside as it is pulled off. If it was me I would try to have the opening down in the solution to see if gravity lets it drop. Not straight down but somewhat of an angle.

Ditto on the electrolysis, I use it on small fuel tanks regularly and the results are always good.
