rust removal

Hi guys, I have been collecting Jerry cans for a few years now. A lot of them have rust along the bottom and lower sides. Some of it is lite and some heavy but not rusted through. Yet insides look clean and the outside uppers are worn but minor rust. My question is, what to do if anything about the rust on the lower sides and bottom. Leave or remove it? If remove what is a good method of removing it? Most of these were saved from the scrap yard and have been over painted. The latest 2 were painted black and were marked UPRR. One even had about 2 gallons of creosote in it.

I have started using a product called Evaporust. Very pleased and have done saw blades and hatchet heads and few other bits. Reusable clean non toxic and I don't think it is too expensive. Look at the tool thread on a 1945 lantern restoration posted a few days ago. I got mine from Northern Tool
