Clean Up Help!

Gents,
I am a jeep guy but know very little about the fuel and water cans. I stumbled upon an old USMC fuel can with the lockable lid. It looks in great shape except the bottom underneath. Inside shows just a little spotty rust but underneath it is rusty flakes. How should I approach gettingthis thing operational? Any suggestions for how to remove the rust without poking a hole through the bottom? I assumed that if I can get it clean, I would have to get the inside coated somehow so it could take fuel again?
Appreciate any info from the subject matter experts.

A very old but usefull methode:

Put in some Gasoline in the can and add some stone pebbles... then just mount it to your vehicle and take it for some tours. you also can shake the can around for some time. the gasoline will losen the rust and the pebbles will take it of! Worked fine for me!! Always use some decent filterunits in your fillerneck or jerry can sprout, even with brand new cans....
