MC-130 Signal Corps Flag

Have tried looking and with out going through all my signal Corps books can somebody give the quick answer what this is used for. Picked it up to display with my Trainfire M31 pop up target holder if appropriate.

Any idea of age. Handle is wood. Have seen cork and dark green handles.

I was a little skeptical about the description saying it was used on gun ranges. Although it would work great for that. Was inexpensive and purchased with a few other things from the recent auction that Hayes O was selling some stuff.
