It has no markings.
The pocket on the right is larger than all the others and has a center divider (long ways), then it has 3 equal size pockets that have 2 skinny pockets between them. A total of 6 pockets.

I might be wrong but it looks like a personal hygiene roll with the long ties that go around the waist. You put shaving items, soap dish etc and can get cleaned up in the field with all the essentials out of the mud and at reach. If the material is thinner it would be such, if thicker canvas, then for tools.

There is picture of one in the GI Collectors Guide with same layout of the pouches but with a water resistant cloth and also some other bags for items made from od given out by the Red Cross.
