Experimental 'Nam era Canteen Cover?

Picked up this unlined, all nylon canteen cover recently (canteen is '66 dated but that doesn't mean much)...

Has the normal water purification pocket with Velcro flap on the front... and brass DOT snaps... Two M56 sliding keeps on the back. But, it also has the following unusual features:

* No lining
* No markings or evidence of any
* Partially open bottom with a wide strap to retain the canteen
* Side seam is also intentionally sewn to allow for three ~ 1" wide slots (possibly for horizontal straps)

All of this is professionally done, not a homemade thing. I think it's a prototype/experimental jungle cover. Any one seen one of these before?

That is the LINCLOE trial canteen. Tested in the early 70's but never adopted.
