Hard to say without length, but looks like the cleaning rod for an 1873 Trapdoor Springfield Rifle (.45-70) that rides under the barrel.

35 1/2" overall length.

Well, the ebay item example I provided says its 35-5/8 inches.
Close enough for government work.
I think you have a cleaning rod for an 1873 Trapdoor Springfield Rifle (.45-70).

I sold my rifle a long time ago or I'd measure it for you.
