I know this is thread necromancy but this is something I wanted to look into myself.

Most off the shelf utility or boat trailer fenders I've found only come up to 36" long intended for 16.5" wheels at the biggest. For a Ben Hur we have to look at big truck stuff.

The closest I've found so far are fenders from "Fleet Engineers" for 19.5" wheels. The only option is several inches wider (since they are meant to go over dual wheels). Since they are sold in pairs one could cut down each to the required width and leave some mounting tabs. It wouldn't be a proper roll on both sides. But worse is they only come in stainless and cost about $300 for a pair.

I'm still looking. I think there are aluminum options as well. There's some for tag/lift axles that have potential but I haven't found a dead match yet.
