There is also a process for turning an AR15 into an SBR, yet the ar15 is still a firearm before conversion. Same with a breech ring.

Can't be a "Firearm" and a DD.
Regardless, a Breechring that is on the loose, unless previously registered as a DD with BATF and legally transfered as a DD, is not tracked. Cannot track something that is not in the system. (I need someone to cite a regulation if this is not the case)

Aside from regulations specifically designed to block BATF from automating records (tracking) so there is no database on US Citizens or items, only stored records of applications, dealer transactions and manufacturing records. Sounds stupid, but it is a check against someone poltical using ATF for confiscation purposes and a lot of heartburn in some AFT leadership over NOT being permitted to automate/track records.

Similarly:
Your "background Check" at a gunshow or dealer should not be recorded if you have zero issues, (why track a law abiding citizen?)
and should be recorded and followed up by LEO if there were issues and applied for a weapon purchase, part of the flaw in the background check...they are not being followed up (enough) to remove the bad element that tried to obtain a weapon.

Need to review regulatons, discussion is pointless unless it is written in the regs.

Review all you want. DDs are firearms. Just like machineguns, SBRs and such are all firearms. When the DD is not in DD configuration (barrel removed or permanently subcal adapted to 50cal or smaller) it is no longer a DD and is a title 1 firearm. I'm not trying to argue, just trying to explain the regulations to you.

The legal definition of destructive device says it is a firearm with a bore larger than a half inch/50 caliber. It's no different than removing the barrel from an SBR. It can't be an SBR without a barrel, so it's just a firearm at that point.
