After assembled not functioning yet.When 270 engine is in idling the two wipers on off the left(good) I can not move its arm.The right(bad) I can move the arm.Why?

‘Off’ actually uses vacuum constantly to return, and hold the wiper in its resting place. That vacuumed is supplied to the circle In the casting and holds vacuum against the paddle. It seems to mean no vacuum is getting to either side of the paddle, I imagine. I would still check for blockages, using thin wire, compressed air, and carb/brake clean. Treat it like a carburetor basically, check every hole twice. If it is functioning, it should create its own vacuum, or pressure when the wiper is moved back and forth. You can hear it, or use your finger over the hole. I also used a large syringe to apply vacuum for bench testing, so you don’t have to start the truck every time. Also, make sure the rocker/reversing assembly moves properly as someone else mentioned earlier. It should rock back and forth with the wiper by hand. I hope something in this rambling helps you, it took me 3 tries taking it apart to get it right.

Hi retro-roco.Whatching this video I noticed that he withdrew two plastics in the paddle,put paper(?) and change the plastic for the rubber in the exhaust valve.Do you agree that will solve my problem?

Those parts will help, but ONLY if the originals are damaged, and causing your motor not to work. I have bought wiper gaskets and wiper repair kits from two companies.
https://www.snydersantiqueauto.com/ and https://www.brattons.com/ They both carry parts for early Ford cars, but the parts are the same as used by our trucks. The seals you mention that he replaced in the video are include below in the wiper motor paddle rebuild kit listed below. They are NOT paper.
The vacuum passages must be clear, and the vacuum switch must operate correctly to switch the vacuum from one side of the motor to the other. If you zoom in on this picture, you'll want to make sure that your vacuum switch components are assembled correctly. As the motor paddle sweeps, the shaft and switch components toggle to the other side. You need to use a thin stiff wire and make sure that your vacuum passages are not plugged. The photo shows the toggle, which is composed of two parts. The part outlined in light green rotates with the shaft. As it rotates, the spring and thin phenolic plate will pass the center point of the arc, and the spring will cause the switch plate (outlined in light blue) to snap to the other side. Behind the switch plate you will find three holes, which are vacuum passages. The switch plate position determines which two are connected, and which is sealed. It needs to change each time the paddle sweeps.
When I rebuild wipers, I have a small air compressor that also has a fitting for suction. I test the motors on my workbench, instead of in the truck. Light oils, brake fluid and white lithium grease are also NOT recommended for use inside the motors. A heavier grease is recommended.
The parts I bought from Brattons include:
TRICO VACUUM WIPER SCREW BIT (helpful for quickly removing the special screws)

retro-roco thanks for the reply.I bought this truck in january'2005.Its right wiper motor never worked.I am sending pics of its paddle that I changed in 2018 and it is bad yet.

If you suspect the seals are bad, then certainly replace them. The paddle and shaft should be able to be moved after assembly. This can be done using vacuum through a hose, or manually using a pliers or wrench on the end of the shaft. If you move the paddle manually, you should hear and feel air moving every time you rotate the shaft.

Today I disassembled the bad wiper motor.I tested if the holes were clogged(again) by using WD-40 spray not with thin wire.When I was checking with WD-40 spray jet noticed that gasket was without 4 holes(see the arrows) and I did them.Even though it is not functioning yet.

Is this for an open cab CCKW? the motor is different then the Trico KSB-425 and 450 wiper motors I am familiar with, which were used on Chevy and GMC closed cab trucks. The gaskets that I mentioned previously will NOT work with these motors. Would be best if you coiuld find a source for NOS or reproduction gaskets.
