Corner antenna mount install

Good morning I purchased the corner antenna mount kit to install on my M151a2. I looked it the Radio TM and it shows installing the reinforcement angle brackets for the base. Do those brackets go inside the wheel well? And if so how do you get around the bracket inside the fender. I am installing this and radio on the right side. Thanks for any tips

Also does the three hole section long part of the bracket go on the side or rear of the fender?

I'm wondering if this would get more visibility if down in the 151 section?
