Carb is what I presume to be the original Carter YF single barrel.

Now then, regarding the float setting. I need to know the composition of the needle in the seat. All metal or rubber-tipped?

Yup. I read my first post where I said that I thought it was a carburetor issue.

Float setting should be 9/32" measured top inverted, at the belly of the float, with no gasket in place.

Thanks again for the advice.
Set float. Reassmebled carb. Checked vacuum for leaks. None found. Checked dwell once more. Cleaned plugs.
It's running worse than ever. Ugh.

While running and after shutoff look down throat of carb. You likely need to rebuild carb and I’d replace float if it’s even suspect.

F-134. My fault on the intake gasket !!
Sounds like the carb. as you first thought.
4 hours up the Imnaha Canyon. ?? Not sure where that is. Any chance you could get your hands on another carb. to see if that helps. ???
Fuel pressure over the moon ???
Take the carb. off. Set it on the bench and connect an auxiliary, elevated fuel tank. See if it floods just sitting there. ???
9/32 float level ? That isn't much. But I am no YF carb specialist. Just thinking. You set the float to this and it ran worse. Maybe lowering the float level ???
This may be a little off the wall. Maybe not.
Had an M-38 ( I know, that is an L-134 ) in the shop that ran really bad. Fought this one for a while. Turned out the owner had adjusted the valves. Had them all way too tight. Ran bad cold and got worse as it warmed up.
My point, had to set the idle up to keep it running. Which made the carb. appear to flood over because of the high idle setting. Fouled out the plugs also.
After going over the ignition and fuel system, several times, adjusted the valves. Readjusted the carb. and Voilà, it is still purring like a kitten today.
Just a flashback.

So this Jeep is running @ altitude around 8000 feet?
That does affect carburettors & cause rich running!
Depending on altitude additional ignition timing advance/mixture adjustment/s are probably required to compensate with the less dense air.
That vacuum gauge would be really beneficial.

Just to satisfy my curiosity, can you remove the rocker arm cover and check to see if the Intake Valve Packings (Seals) are not just laying loose over the valve stems?

My F-134 Powered M-38A1 Jeep had no indication of power loss or rich mixture while climbing 9000' Mt. Washington.

Thanks for all the advice gentleman. Something is amiss here. Not sure just what. Took the day off today from working on it. I do have a camera that mounts to my hat, i usually take recreational videos with it but yeah.... I think maybe I will go through all the motions and film it and maybe you guys can pick up on what is going on. Something isn't right. This is a brand new motor. The plugs foul literally in 30 seconds now.... Maybe tomorrow or Tuesday i will make a video and post up.
