The M38 engine I bought has 2 two timing marks on the timing cover. I was told that you can set the correct time by using these 2 marks. I have never done this and would appreciate any info on how this is done thanks

Look in your green M38 Reference book on page 55 and 56 and it will tell you about them. You can't really restore an M38 without this book.
The timing marks on the cover, and there are two types, correspond to a little hole in the pulley, and I have had some with a notch in the pulley. One of your marks is 5 degrees before TDC and the other is TDC.
Later ones had a little pointer with two points, bolted to the cover.

Paragraph C-10, Figures 26 and 27 on pages 21-22 of the Willys Jeep Universal Service Manual show and tell how to do it.

There's no excuse for not having a copy of this manual, because here's the link to a free copy....

Good luck!
