Help identify trailer

Hello, I came across this trailer and I'm wondering what it is. I'm waiting for more photos. Is it a frame? Or something used to haul a specific item? Thank you in advance

Probably not.

Even behind my mighty Mite, it doesn't sit near level. I could see it re-purposed and towed behind something smaller.

Forgot to mention, complete units seem to sell on Govplanet for about $300 when them come up.
