Anyone have any good ideas how to remove layers of old military paint
and not damage original markings underneath??

I have used spray-on "epoxy and paint" remover. I purchased my can from HD. I sprayed on, let sit for 10 minutes and cleaned off old paint. Repeat as many times as needed. Only take small layers at a time. The printing was baked on when first made, most likely in the 60's and the over spray much later. If you let it stay on the plate too long you end up with a very clean plate, you can read the letters but they will have lost 99% of the contrast. The stamp data i.e. dates and serial number can be cleaned by using 100 grit wet and dry sandpaper.
