On the inner boot steering knuckle sleeve assembly there is a cast-in protrusion on the aluminum portion of the boot with a hole in it and the drawing (figure 79) says there is as what looks like a hair pin wire spring. Where does this attach to and what is its purpose? Obviously it is not present on either front wheel hub assembly of my Mite.

As you noted, the hole is for a spring clip, a spring works much better.
