1970s Bumper Markings

Here's another thing I am trying to figure out. Bumper markings from the '70s. I've looked thru all the manuals I can find but see nothing on this topic.

I have two surplus 1970s rigs with original markings that I am researching. Both have marking similar to the picture attached.

FYI, the picture is from a militarized Scout, reg number CA5516 and the other is an IH 3-ton Loadstar 4x2 truck, reg number IN6666.

The only constant is the "TMP" in the lower left, which I understand to be "Transportation Motor Pool.

In upper left of the Scout tag the is "FRC." On the Loadstar it's "TEC"

The upper right of the Scout is "FL." On the Loadstar it's "HEP6."

Lower right of the Scout is "H163." Could that be "Headquarters 163rd" whatever unit designation? Lower right on the Loadstar is "385" which could be another unit designation.

Also trying to figure out reg numbers from this era.
