No pump, That is an early A2 non emissions tank. Fuel feed line, vapor return line and vent line to the air cleaner. On the end of the feed line there is a fairly small filter. These do not clog very often but since you do not know the history of the vehicle and also the fact that the tank is from a different vehicle it needs to be changed. You need a filter for the tank for a 1970-1973 A2. It is maybe a little bigger than your thumb and slides over the tube.

Pushing air through the fuel line toward the tank with the cap open with an air compressor should clear any crap off the filter for you to run long enough to see if it was the problem. If it cleaned it out, then draining the tank, filtering the gas and changing the filter would 'fix' the issue if the air blown through check worked. Besides, you have time while waiting for the part delivery...
Likely the fix, but would hate for you to think it's all that might be wrong at this point. :)

I'd reroute that fuel line from the tank to the pump to come thru the toe board just above the "frame" rail like an A2. Mechanical fuel pumps don't have a lot of lift ability, the way it's routed now almost doubles the lift from the tank, may have worked when the pump was new, but now with some time on the pump it can't draw.

The fuel line should leave the tank on the passenger side and bend alond footwell and enter the firewall to engine compartment. Via an existing hole.
There it transitions to a rubber hose and connects to the fuel pump.
From the fuel pump it feed a metal line over the front of the engine. At this point it connects to a filter and ultimately to the carb via an angled adaptor.
The return line leaves the carb via right angle connector connected to a rubber hose.
It then returns via a metal line to the tank.
A set of lines are available all made up by Army Jeep Parts if you want to buy them instead of fabricating them.
This is for a Non Emissions Only.

A mechanical fuel pump will pull fuel a lot further than what he has there with no problem at all. Look at any normal car or pickup truck. (fuel injection not included). You can easily lift fuel three or four feet if need be, he is lifting a foot at most and then dropping back down so net lift is probably less than 6 inches. As a matter of fat that is the same fuel pump as most Dodge cars with 6 bangers from the 60's and they have no problem pulling gas from the tank down low all the way in the rear of the car.

I think tomorrow I'll make sure fuel line is clear and sock isn't plugged up. Check and see what kind of fuel I'm getting at carb. Maybe eliminate the inline fuel filter. PO said he's never had issue with it since rebuild last year.

Check the fuel flow before taking out the filter, if it is strong then it is your call on whether you take it out. Blowing back through the line will definitely clear a clogged tank filter, It will also blow it off the tube most of the time so at that point you will have fantastic fuel flow but you will definitely NEED that inline filter before the pump to protect the pump. The smallest piece of dirt can hang a pump valve open and then the pump no longer works and you dead on the road.

A Caveat:
Don't blow 120PSI the compressor can provide. ...blow about 5 PSI, just a trickle will push stuff away without blowing things apart unless it was hard coated with crud.
Fuel Cap off... :)

Well...unhooked fuel line at carb filter. Put a Mt. Dew bottle on it and a large spurt of fuel every time it cranked. Replaced hose, started right up and idled until I shut it off ten minutes later. Took video of fuel pumping, and later engine running but can't add these apparently here. I guarantee I drive it down the road and it'll start bucking and die as I've not changed anything.....
