Eddie, I just went back and read the original post. Did you check the wire at the lights with a meter to see if it actually had power? The unit will not flash if there is not enough resistance in the line so if there is a break in the wire somewhere on any of the four lights you could have an issue. The fact that it is affecting both sides I would check for power at the sockets and if none I would check for power coming out of the switch. If none then I would be looking at the harness from the control unit to the switch.

Just a wild blue thought, are you certain there are 24V bulbs in the signals? I'm just thinking the resistance feeding back to the new unit may have some impact on it's function.
Figured I would ask, as you cannot tell if someone previously swapped things or such.
Wire a temporary ground wire directly to the battery and the column wire clamp mount and see if it functions, then you have eliminated the paint or wire possibility.

Again, that column ground only affects the light bulb on the stalk. I have used the turn signals with the switch not even attached to the column, just hanging from the wire and the signals flashed just fine. The only thing that did not work that way was the bulb in the switch.

You did pull out the tab to raise it to the hazard position?

Hold the tab out and run it back and forth into the position several times. Could just be a dirty contact in the signal unit, 4 ways seldom ever get used.
