It looks like silver and slag from the bottom of a crucible. Maybe the molten remains a a projectile

Funny, I got the same type of suggestion on the French forum vehiculesmilitaires.com
It’s not that ! But it’s indeed made in metal.

It could be used for grinding because the surface is very, very aggressive. You need to be very careful when you manipulate that object.
But it’s not for grinding.

Long-ish story: about 25 years ago, while I was a member of a rifle club and used a .303inch Lee-Enfield no4 mk1T (sniper rifle ) for target shooting, in a contemporary shooting magazine was an article on so called "silhouette shooting" that was a big hit in the USA. By coincidence my brother moved house and there was a cast iron silhouette of a small dog in the garden of his new house. He did not want it so I took it along . ..off we went to the rifle range with that plate, stuck it at the bottom of the bullet trap and started shooting at it from 300metres. Gave a beautiful ringing sound as we hit it. Upon inspection we found that the (soft core) bullets had each flattened when hitting the steel and punched a round section of about a cm (just under 0.5 inch) out of the plate through energy transfer ... looking exactly like the piece of steel in your photograph...only smaller.
Recognised your piece of steel and the memories came back

The question is : which side of the steel plate had the round section punched out by the bullets ?
The bullet impact side or the rear side ?

As I remember my "punch-outs" were slightly bent away from the impact side with the impact side marked/scored by the bullet and the rear still smooth.
Looking at your plate section, the side struck by the bullet / shell is the rough side (melted metal?) with the smooth side to the rear.
