I could be wrong, but think he's looking for the switch boot not a horn button cover?

This one: https://shop.midwestmilitary.com/product/horn-switch/

I've never seen a replacement switch boot for sale, but you could call and ask?

Don't know about original switches (never seen one), but on the repro switches it doesn't look like a pre-formed rubber boot to me ---- it's a piece of heat shrink tubing. Clean up your base, smear a little RTV around the contacts for waterproofing, and then heat shrink the correct size tube over it.

I bought some 1" 4:1 heat shrink tubing with adhesive coating, similar to this:

Used it to repair and seal some parking lights, surprised at how well it worked.

Now that is very nice!

Looks just like a molded rubber boot.

Is this for keeping moisture out, or steering box fluid in.

It's only for keeping water out of the electrical contacts (or wires) that exit the bottom of the switch.
If your steering box is assembled properly with correct parts, there's no connection to the gearbox juice.
