In this state; the title is just a piece of paper; I have a stack of old titles on various vehicles. Jeeps, Power Wagons, one Barracuda. You can't use a title from a vehicle that no longer exists. How do they know? You have to have a notarized bill of sale that matches the title. And they check for signature match.
Other states might let you use it. States range from needing no title, to soviet style paperwork and bureaucracy, like NJ.
Last set of data plates I got was $150.

When I bought my M38 I received the title, data plates, and a hand-written bill of sale from the previous owner (not notarized). I was able to register my Jeep in California with no problem. I think different states have different rules. Your title and data plates are worth money but i'm not sure how much. Also, I don't know how legal it is to sell just a title.

For sure, each state has it's own rules; as I said they range from issuing no title at all, to making everyone jump through more bureaucratic hoops than the old Soviet Union.
As for buying a title, no issues with that at all; it is when you try to pass off a title for a vehicle that you do not own, nor even exists, some states may take a dim view of that. In this state, you will go to jail.

The Soviet State of NJ couldn't be any worse than the Peoples Republic of California.
