M38a1 Lower brake shoe anchor.

I pulled the front brake drums today to find that the front shoe on the right side was almost worn through to the rivet heads, but only on the lower half of the shoe.
With the MB Jeep it is possible to adjust the lower shoe anchors to centralise the shoe and thereby get even wear over the shoe. I note that this is not possible with the M 38a1. Its my experience that single wheel cylinder brakes generally have some kind of shoe "self centering" mechanism. So my question is, is the lower anchor supposed to be able to move forward or backward slightly so as to centre the brake shoes???
