M38A1 questions

Hi all,
Did any of the 1955-1956 M38A1's come with tailgates?
On one of the dash id plates there is a small eagle with 3 stars above it then the letters EPM.
Also on one of the plates it reads M38A1C

Thanks in advance for any info.

EPM refers to E P Martz, the Govt inspector at Willys Overland.

Here's the story I got from the seller.
He said his cousin had got it from a base in Oregon. It was 24volt he changed it to 12V. It had a windshield that had a slot down the middle and he chanced it to a 1 piece.
