I’m trying to determine if an original unused air cleaner had green tape and green overspray paint/sealer when it left the factory?

Never saw one like that. Unlike the mass production of WW2, the M38s were relatively slow, more careful production.

If you're talking about a packaged spare sold to the Army, when I bought a NOS M38 air cleaner in the box (65 years later) it had green duct tape sealing the inlet and outlet pipes, and then the usual cosmoline (that has kind of greenish brown color but mostly just a sticky mess). No evidence of green paint anywhere. After clean-up, it's painted black like it's supposed to be, the same color as when installed on the assembly line by Willys.

Btw, this is the MB/GPW part of the forum. The M38 section is further down stream. Might be stepping on toes.......

Oh yeah! WW2 jeep guys do not even recognize that M38s exist, even though they are, by far, the best jeep ever made. And there is an M38 section.
Anyway, what is the issue with your air cleaner?
