Who put the cam in, did you check cam timing? even visually from valve cover

some things dont matter how far they are off from oem specs, oil pump and dist for instance, if rotor is a hair before cap contact when points open she will run, should be near tdc for cyl rotor is pointing to.

fuel pump pressure, well as long as fuel bowl is full, you should be able to go a hundred feet till it empties.

compression,, well it should blow your finger off the plug hole.

you do have a nice crisp spark from spark plug to ground?
accelerator pump puts fuel in when pumped?
air filter is eliminated from system?

M38s don't have accelerator pumps that you can pump; they are vacuum operated, which makes them frustrating for us who like to see gas squirt when we pump the gas pedal.
The late war Dodges, M38s and A1s, have them. They are not as forgiving as the WO type.
I know this is frustrating for you; someone new needs to go through the system. Not a paid expert; a good practical hobbiest. Something ain't right.
