speedo question

I came across this speedo today--- the needle is painted with luminescent paint, but none of the tick marks or the mph designations are painted. The luminescence on the needle still glows pretty well--- I thought that these would also have had some of the tick marks also painted???

The M38 originally came with an AC 1580260 speedometer. There are a couple on ebay. I found a NOS a few months ago on ebay. John
