Upper steering coulumn bearing

Started on my steering box rebuild. I have a NOS upper column bearing. Should I grease that felt part prior to install.
Also, I notice 4 small holes on the outer column right where where that felt is located. Are those holes there to squirt a few shots of oil on that felt every so often. Thanks for your help. John

I would grease the bearings and saturate the felt with oil.

Ok, it looks like I can force some grease in there on the bottom without taking anything apart. This is the same bearing that was in there and I never had an issue with it. Thanks for your input, John
