The TM page 110 states to tighten 65-75 pound feet. There is a sequence of how to tighten if you want me to email picture, John

But seriously, your friend is building an engine without a TM, or at least the Jeep Universal book??????
Not yelling; just predicting a mess. There are a few idiosyncrasies on the L and F134 that makes it NOT idiot proof to assemble. Like which way to put the rods, pistons, and make sure you put the bearings in so they get oil. Among others.
Go to JeepDraw; free TMs there.

No, my friend is not rebuilding his M 38. He has zero interest on working on it himself. He will be contracting the work out. We were just trying to diagnose the problem with some simple tests to see who he will need to do the work. The consensus is its a blown head gasket.

Re: head bots what torque?
I recall when replacing my head gasket that there is a difference in torque for head bolts vs studs.
