I'm a newby here, so cutting my own throat, but if it helps the security of this forum, something to consider. Read a post about a scammer accessing the parts wanted board and sending out scam emails implying they have this part, posting a stock Google image and trying to steal money. As a new member, I am prevented from sending a PM, but not from sending a direct email, which is how the scammers are doing this.
If there is some point to preventing new members from sending a PM, why not the same restriction on the email access?

Re: Prevent new members from email access
Perfectly fair question. Each user can control their email options in the
User Control Panel (dropdown box under your user name, top right of page). Scammers can be Jumped Upon when users alert moderators and administrators
as to their nefarious activities, which allows us to progress to the next classical level
of potential abuse, false accusations (slander) Never a dull moment
